Does it apply to all items that may have gem slots? Even if they don't currently have any? How do I know which ones these are without having to test all my slot-less gear?

Not all items can have sockets. AFAIK, only helm, chest, jewelry, belt, weapons (including offhands), and legs can have sockets. However, some only seem to support one, whereas others of the same slot can have two or more.

I believe this to be a bug.
afaik you should not be able to reroll an item with no socket into an item with a socket.

It is not a bug. As long as the item (such as a ring) can have a socket, then you can roll a socket onto it even if it didn't have one to begin with.
