No. Offline characters cannot be loaded into Online mode. They are saved locally in PC while in Online mode, characters are saved on server. This is to prevent cheaters modifying locally saved files and playing them online

I play on two systems, at home a pc, and during work time (monday to friday) iam not at home and play evening on a laptop.
Can i transfer my weekend pc char (offline char), to my laptop, so i can contiued playing?

Yes you can put the files in a USB drive. Make sure you put them in the same folders on your laptop. If I am not wrong, the wolcen folder should be in your C:\Users\[name]\Saved Games\wolcen\savegames
