You have to deal other types of damage to activate that corresponding ailment. You have to deal frost damage to freeze something, and fire damage to inflict burn, therefore I would assume since you can't cause that damage you can't apply those ailments.Unless there is some way around this?

In my head I was justifying it as "well, you are still applying the ailment, the damage is just not being done from it!" but your answer makes way more sense.

well you seem to be spot on!
Fuffed about in an expedition for a bit with a bunch of ailment spells, not a single curse, stasis or shock proc, so either I'm super unlucky, which could be the case, or you are correct.

So I'll take the chance and assume I was being a dumb-dumb and that you were right ;P
